WASHINGTON - Two decades after Oklahoma lost a long-running court battle with Arkansas over degradation of the Illinois River, key Oklahomans in Congress joined Arkansans in expressing concerns about an ongoing effort to establish water quality standards for the watershed of one of the state's most scenic and popular waterways.
